Impact of US-Japan Cooperation in Advanced Technologies – What can we expect from the US-Japan CoRe Partnership

The US and Japan have been collaborating for many years to shape the rules of the road for digital business and to promote the development and application of advanced technologies to improve our respective competitiveness and maintain our collective technological superiority.  Former Prime Minister Suga and President Biden launched in March 2021 the Competitiveness and Resiliency (CoRe) Partnership where they pledged to advance secure and open 5G networks, including through Open Radio Access Networks (O-RAN), invest significantly in 5G and next generation mobile networks, work with third countries to promote a dynamic open digital economy, make supply chains, including those for semiconductors, more resilient, focus on genome sequencing, and undertake joint research on quantum computing.  The issues outlined there will likely picked up by the new Economic Policy Consultative Committee (formally known as the EPCC or also known as the “Econ 2+2”) announced by President Biden and Prime Minister Kishida on January 21st.

Please join us to hear from our expert speakers from government and the private sector talk about what US-Japan cooperation on advanced technologies means for our two nations, for our competitive challenge with China and for tech businesses here in Silicon Valley.  Matthew Goodman is Senior Vice President for Economics at the Center for Strategic and International Studies where he brings his more than three decades of experience, both in and out of government, including six years as Finance Attache at the US Embassy in Tokyo, to bear to explore international economic policy issues and global economic governance.  Kazumi Nishikawa is Director of the IT Industry Division at Japan’s Ministry of the Economy Trade and Industry and in charge of policies to promote Japan’s technology and IT companies.  Also from the Big Tech company, Kenichiro Mizoguchi is the General Manager, Hitachi, Ltd and in charge of government relationship will speak from the perspective of a large tech corporation.

Matthew P. Goodman | Senior Vice President & Director, Economics Program,  Center for Strategic & International Studies (CSIS)

Matthew P. Goodman is senior vice president for economics and holds the William E. Simon Chair in Political Economy at CSIS. The Economics Program, which he directs, examines current issues in international economic policy, with a focus on the Asia-Pacific region. Previously, Goodman served as director for international economics on the National Security Council staff, working on the G-20, APEC, and other presidential summits. Before joining the White House, he was senior adviser to the undersecretary for economic affairs at the U.S. Department of State. He has also worked at the Albright Stonebridge Group, Goldman Sachs, and served as U.S. Treasury Financial Attaché in Tokyo from 1992 to 1997. Goodman holds an M.A. from the Johns Hopkins School of Advanced International Studies and a BSc from the London School of Economics.

Prior to current appointment, held various positions in METI over a period of 25 years, including Director, Healthcare Industries Division to cover healthcare business and technology, Director for Trade Strategy to cover trade strategy and global growth strategy of Japan, Executive Director of JETRO Singapore/Special Adviser to the Minister’s Secretariat of METI to cover Asian economic integration, Director for Policy Planning in the Economic and Industrial Policy Bureau to coordinate the Growth Strategy of “Abenomics” Policy, Principle Deputy Director of Minister’s Secretariat, World Trade Organization negotiator, and Deputy Director for SME Finance. Has also worked in the Defense Ministry and Cabinet Office. Holds a law degree from the University of Tokyo, an LLM from Northwestern University School of Law, and an LLM in International Studies from Georgetown University Law Center. Kenichiro Mizoguchi | General Manager, Hitachi Corporate Offices, DC & LA Hitachi, Ltd.

Kenichiro (Ken) Mizoguchi is the General Manager of Hitachi, Ltd.’s Corporate Offices in Washington, DC and LA, where he is responsible for government and external affairs in the Americas, as well as CSR. Over the course of his 32-year career, Ken has overseen crisis management, internal communications and advertising activities for Hitachi’s global operations. Previously, he served as Executive General Manager of Hitachi, Ltd.’s Corporate Brand and Communications Division in Tokyo, Japan, where he played a critical role in developing and executing Hitachi’s integrated corporate branding and communication strategy worldwide. In this capacity, Ken launched a new global brand campaign in 2013, as well as “Hitachi IR Day,” an annual investor dialogue event started in 2010. Prior to that, he spent a decade in Tarrytown, NY and San Jose, CA, directing Hitachi’s corporate communications and business development strategies for the U.S. market.

Ken serves as President of the Japan Commerce Association of Washington, DC (JCAW) and Vice Chair of the Japan-America Society of Washington, DC. He holds a B.A. in Social Studies from Hitotsubashi University.

Moderator, Larry Greenwood | Board Chair, Japan Society of Northern California & Senior Advisor, BowerGroupAsia

Larry Greenwood is a consultant advising on government relations and international economic policy, with expertise in trade, finance, development, and Asia. Larry was a career diplomat from 1976 to 2006 and served in a variety of positions in the State Department in Washington, D.C., and at U.S. embassies in Manila, Dakar, Tokyo, and Singapore. After retiring from the Foreign Service, he worked as vice president at the Asian Development Bank in Manila, Philippines, where he oversaw loan and grant operations in East and Southeast Asia and the Pacific Island countries, and as Senior Managing Director for government relations in Asia for MetLife based in Tokyo. After moving to the Bay Area in 2015 he joined the BowerGroupAsia and served as President of the Japan Society of Northern California from 2016-2019.
